The most common cause of ceiling fan lights that strobe like this is due to wrong size light bulbs more specifically the light bulb size may be too large so i would check this first and make sure they are the recommended size.

Recessed lights flickering can be scary especially on newly installed fixtures.
But if you ve noticed flickering that didn t happen before has started happening regularly and or is severe you need to investigate.
If you have carried out the above tests and your led lamps are still flickering or not powering on replacing your t8 led lamps may be a more worthwhile efficient option.
If you re able to verify that the ceiling fixture is the only one flickering get a ladder and try tightening the light bulb.
